1. If you mean who can in terms of existing drivers, anyone. If you mean
from the outside, anyone who meets Nascar's requirements. Unfortunately,
these days, that doesn't mean to many who don't meet the corporate image
that Nascar is now.
2. No official limit. Who knows what kind of back room/unofficial limits
per above though.
