Modern F1 employs a "107%" rule. Anyone whose qualifying time is not within
107% of the pole sitter fails to qualify at all and is excluded from the
field even though there is technically a spot on the grid for him.
Extending this concept to GPL Rank it lets you know if you are at least
within 107% of the baseline Papy times and within 107% of the WR time.
In other words it gives you an idea if you at least " make the grid" with
the Papy drivers and the World Record holders even though you might be
slower.
