GPLRank: 107% rank, explain this to me

Ok, GPLRank has the new 107% stats, but I am confused on something.
If I look at my GPL Handicap Ranking I am 175th overall, but if I go
to the 107% page and look at my 107% Relative Ranking I am 36th on the
list.  So how does that work?  And can I claim I am 36th in the world,
yeehaw!

As explained to me earlier today, this is because you only receive a
107% ranking when you visit the 107% page for the first time..  In other
words, most people have not yet been ranked in the 107% ranking.
