Got bought and own the full game(PC) and dl'ed the All Access cheat file
to have instant access to all the cars and tracks. (I find it annoying
HAVING to earn new tracks and cars but that's a different story.)

Odd thing is I count only 39 tracks and 24 cars listed?!! The side of
the box boldly states "48 tracks across 4 different Rally sports" and
"29 fully licensed Rally vehicles".

What the heck is going on here?

Perhaps they count running some tracks in reverse as a "new" track - old
trick for many console racers. Still, you would assume they would do that
for all the tracks, so I'm not sure.

Yup. Its simply an all car and all track profile.dat file. Real small. I
don't enjoy HAVING to earn new cars and tracks. The hill climb tracks
are awesome btw.
