Sean,
You _did_ uninstall from the old location using the proper uninstall
utility, right ?
If not, the registry probably still has entries pointing to the OLD install
directory, which now might have missing files, and thus the errors you get.
If the installer looks in the registry for file locations, and you did not
uninstall it properly, well, there ya go :)
