First get the N2002 layered car templates at:

You can also find decals and other car elements here as well:

Here is a good tutorial on car painting, it's for N3 but sample principles
apply:

The real key is to use vector drawing as much as possible and to makes use
if layers.  Put every element on it's own layer and it will be much easier
to tweak and change.

No you don't need that.

Basically what you want to do is create a PSP file using Paintshop Pro and
use this as your main image for editing.  If you download a PSD car template
it is best to save it as PSP as sometimes PSD layers do not work properly in
PSP.
When you want to use that paintjob in N2002 just save a copy of it as a TGA
file to your Export folder and then import it into the game using the built
in paintshop.
