Unable to run 16 bit sound in N3

I installed a new video card(Creative Labs Riva TNT2 with 32M of ram) in my
machine( Pentium II 233 MHz with 128 M of SDram), now I'm only able to run
Nascar 3 in 8 bit sound mode. I upgraded my system BIOS and verified all my
setting on the system and video card. So, I bought a new sound card(Creative
Labs Soundblaster Live X-Gamer) and still unable to run 16 bit sound. I have
heard that DirectX-7 is having trouble with some software and hardware. I
have not found a way to back-out 7.0 and install 6.x version. Any help would
be appreciated.
