N2002 BMP to MIP conversion ?

I've got a tire template in PSD format that I've converted to BMP.

I've searched and found out that the util I need is called "Multimips", but
the one website that it referred to is down.

I also tried "Papybmp", but it will only work with files up to N4.

Does anyone know where else I can get "multimips", or, is there another util
that will do it ?
