NASCAR track .txt files ?

I've seen a file defining the values in the Indycar track  *.txt
files.  Most definitions correspond to the NASCAR files.  However,
I am curious about the TIRES and TIRE2 values in the NASCAR files.
Indycar track txt files don't contain these lines and also don't
contain the SCTNS line (always SCTNS 8 5 3).

In the TIRES and TIRE2 lines, values 1 and 4 are always the same
as are values 3 and 6 and value seven is always 0.  Values 2 and
5 differ in the TIRES line, but not TIRE2, for all tracks except
Bristol.

Does anyone know the purpose of TIRES, TIRE2 and SCTNS?  Can
TIRES and TIRE2 be modify to reduce the squirrelyness due to cold
tires?
