Can anyone suggest an alternative link? or a way of getting this one
to work?
(I've tried 3 different browsers, GetRight, and two different isps so
far!)

No extra link that I know of, but I just downloaded the liege.zip
file from the site you mentioned. Strange it doesn't support "resume"
though.
I used Gozilla (3.5, Classic) to get it. Maybe defeating the DL
manager would work (try and DL it through your browser (?).
