Question about F12002 and NT03 driving aid

Can someone explain what "stability" control models?  Ie., does it
increase some real world variable such as tire grip or downforce, or
does it make some other general change to the physics ? Also, when
does it come into play on the track (all the time, in corners, when
you collide with another car or wall, etc??).  Thanks

   I thought of it as electronic suspension...the Throttle help is TRACTION
CONTROL and the stability help is keeping the car glued better with Active
Suspension.    (how they do it...by increasing grip or what, I don't know)
