I have a T2 which from time to time fails to upshift. What happens is that
there are flat blade type springs that keep the shift lever centered - these
are not very strong and when one side breaks it doesn't push the lever off of
the button so that the next upshift doesn't work unless I push the lever
slightly over center towards a downshift  before making  the next upshift.
Apparently the buttons themselves do not have enough spring to push the lever
back by themselves without the assist of these flat blade springs. These
springs are very easy to replace in the T2.
The other thing I have seen is that if the button slides up in the housing just
a little bit it will fail to work.
I don't know if this applies to NASCAR Pro but perhaps it will help.

My shifter has held out quite well on my Pro.  You might want to go to
Thrustmaster's web site and register your wheel and then request service
(not parts).  There you can specify the full shifter replacement.  They
do not list the shifter under parts, but do under service.  I don't know
if they will send you the kit, or whether you will be required to send
the unit in, but it's worth a shot.
