GPL: Stuttery Frame Rate (Suddenly)

GPL, which was running smooth as silk on my system, suddenly has
developed a case of the hiccups.  That is, the frame rate suddenly
stutters.

This usually happens in the middle of a lap, whether racing or practice
-- suddenly the screen seems to freeze for a split second, then
recovers.  Sometimes it locks up completely.  This stuttering is usually
accompanied by the hard drive being accessed.

I remember reading some threads in this NG discussing this very thing,
and the recommendation was to turn off a program found in MS Office,
which loads upon bootup.  Well, I don't have MS Office on my system.  I
do have programs like Norton Utilities and Norton Anti-Virus running
though.  If they're the culprits, is there a way to boot up without
loading anything in my startup group (I've got lots of stuff in there)
for just when I want to run GPL?

If they're not the culprit, is there possibly some setting I need to
adjust in my Voodoo2 card?

My system is a Celeron 300A (o/ced to 450) with 128M RAM and a STB Black
Magic Voodoo2 card, running Win95 OSR2.

I recently changed a setting under Control
Panel--System--Performance--File System from indicating the system as a
Network Server rather than a Desktop PC, because I read that this is
supposed to speed the system up somewhat.

I'd appreciate any thoughts/suggestions on solving this screen stutter.

I've just started using task manager (ctrl-alt-del) to shut down programs
running apart from systray and explorer.  I found I had about four other
programs running in the background.  In my case I am trying to avoid the
screen freezes which were occurring too frequently and usually at vary
inappropriate tmes (like 1 lap from the end of a race a the
ring...grrrrrr....).

I would venture that virus scan programs would be high on the list of
suspects...

This tip comes from : Exploring Windows - October 13, 1997 (an electronic
news letter from Microsoft)

BYPASSING THE STARTUP FOLDER
If you want to quickly load Windows 95 without loading any of the
programs in the Startup folder, type your password and click OK in the
Welcome to Windows dialog box, then press and hold down the [Shift] key.
If you're on a network, type your password and click OK in the Enter
Network Password dialog box, then press and hold down the [Shift] key.
If you're not logging into Windows 95 or a network, press and hold down
the [Shift] key when you see the Windows 95 splash screen appear.

Ah  ha...you made a configuration change.....

Depending on the version of Windows you have, the change you made (re:
server) very well may have the opposite effect--it is a bug in the earlier
versions of Windows95.  Put it back where it was originally (which may
require a registry adjustment).  Assuming nothing else was changed, and that
your video card is not overheating due to Celeron over-clocking, I'll bet it
is the change you did.  This change will severely affect the virtual memory
page swapping (hard disk activity that will cause stuttering in GPL) during
the play of GPL.  Search for articles on the bug at the Microsoft site.

I have the same problem using the Hercules Rendition card. Have you resolved
this yet? If so please let me know.

It might be any of the things you suggested. I had this happen, and it
turned out to be the throttle pot. It had the weirdest effect, looks
different from disk access. With disk access delays, the game is running
full speed, but not displaying. With joystick problems, the game is
running slow-motion trying to read the stuck pot. You might try checking
for smooth operation in the calibration screens.
