  This might apply to most online sims but here goes.
  Tonight on Eldred's server(nite Daytona) we had a great race.  I spent a
good deal of time drafting in a pack of 4 cars.  We were 14 seconds behind
the leaders and ran them down.  But the guy right in front of me winked out
every now and then.  So that got me thinking...do I lose the benefit of the
lead car when I can't see him?  Or does the server keep track of the car and
predict it's draft so that I keep chuggin along just like I was tucked up
behind him.
  and...question #2....
After that great race...we chatted for a few moments and then I exited.  As
I quit, I got a CTD and an error box about NR 2002 preforming an illeagal
operation.  Does the server keep the driver rankings or did I lose those
laps because I couldn't exit properly?

Yes.

Unless the server crashed before, rankings are kept when the "official
standings" are published on the server.  The server then relays them to a
WON statistical server.

It makes no difference what happens to clients, IIRC

You lose the draft while he's gone.

I get those sometimes too.  Sometimes it'll even spontaniously reboot my
machine. (XP)  You don't lose your stats, they're kept on the server.
