Are you running using the serial port or USB? Have you started with
the drivers on the CD that came with the controller then upgraded from
there?

Here is the way to remove the incorrect drivers and install the correct
ones (this is from ACT-Labs Tech Support):

1) On the Force RS CD there is a utility called RS CLEANER. Unplug your
Force RS from the power connection, and disconnect it from the back
of the computer, then run this utility on your computer.
2) Once the RS CLEANER utility has finished cleaning the existing drivers
from your system, perform the following steps:
a - Click START->SETTINGS->CONTROL PANEL->*** OPTIONS and delete
any reference to the Force RS.
b - Click START->SETTINGS->CONTROL PANEL->SYSTEM->DEVICE MANAGER, and
open the "Sound, Video
and Game Controllers" listing. Highlight and delete any reference to
the Force RS.
3) Once that's done, leave your Force RS unplugged and reboot your
computer.
4) Once your computer reboots, connect to the internet.
5) Go to http://www.racesimcentral.net/
6) If you are using Windows Millennium Edition, download the Force RS
version 2.1 drivers located here:
http://www.racesimcentral.net/;DO NOT USE THIS DRIVER IF
YOU ARE RUNNING ON WINDOWS 95 or 98!
Installation instructions for the 2.1 driver (Millennium ONLY) are
located here:

7) IF YOU ARE USING WINDOWS 95 or 98 download this driver instead:
http://www.racesimcentral.net/
Installation instructions for the 1.23 driver are located here:

8) Follow the installation instructions for your specific driver.

from your system before trying to re-install them. if you do not have
