does the players car choosed, affect the handling or engine power ?

No.. every car is equal to the player.  The settings in the driver info are
only to slight modify the AI one against the other.

Yes, choosing the Ford is better for short track since it has better down
force.
The Chevy is better at the superspeedways while the Pontiac seems to be
somewhere between the Ford and Chevy.

The engine power really isn't effected by the make.
