many of the cars in sp3.0 did not have stock sound files.
there are a couple of ways to fix it. One...copy the
4 sound lines in the .veh file from a car that has sounds to the .veh that
is silent.
a better way...is to find the proper files...welcome to the great scgt
easter egg hunt. Use .v-edit to view each car,
you will see every car has a picture file(.bmp) a 3do file (mas) and an
attribute file (.veh) using v-edit you can identify the car and the file
name AND read which sound files are needed.
There used to be a program called scgtsoundcheck.zip that listed the many
different files and where they could be found
but I would start by installing any of the soundpaks like Rev's soundpak.
Then if you are missing individual sounds for
cars, look for updates in the car dloads. If you want the viper's V-10,
dload the latest single car version and move it's
.wav files into your sound\22hz16bit folder. Same with the v8's, grab an
Aussie touring car and unzip it's sound files
Back before the official patch(v1.551) there was an update file called
update1.2 in that were some very good
sound wav files....don't unzip the whole package(if you can even find it
these days) but just unzip the wav files.

Painter's he should have some files as well.
