Nascar2 and Pirated Tracks

I've seen the posts from people wanting Texas or California without paying for
them. Since I paid for Nascar, N2 and the Expansion Pack I don't think it is
fair ;however, what about Indy? I hear papyrus made an Indy sim years ago and
through track converters people place this in Nascar2. I think finding a copy
of this now would be harder than my sister finding Beanie Babies. So if
something is no longer in production, impossible to find ... is it pirating for
someone to give you the .dat file? my life won't be change either way, but I
would like to try out this track that other people use.

Still pirating I would think, the software is still licenced, and
someone owns that licence.  Was these converted tracks converted my Papyrus
or someone else?  If it was someone elso who didn't have the legal right to
do so then even owning these tracs would be pirating.
