What is the yellow flag bug on ICR2

Could anyone tell me what the Yellow flag bug is on ICR2.  I think it is the
way I lose many places if I come up to some back markers brefore i hit the
pace car!

Cars don't slow during yellow flags.

I was trying a race at Surfers Paradise soon after buying ICR2 at
Christmas 1995.   I had the AI down to about 80% and was winning.   A
crash happened somewhere and the yellow came out together with a
message telling me to get behind the last place car.   I pulled over
to let everyone pass and all the cars stopped behind me (no passing
rule?) this caused a blockage and even the pace car could not get
through.   We all would be still there if I did not delete the game
from my HDD in disgust.   STILL WAITING FOR A PATCH AFTER 6 MONTHS!!!
