ICR2: Will yellow flag bug ever be fixed?

Well, that's the question.  I've been waiting since November of '95 for the
patch but it has still not arrived.  I'm tired of running F1 style races.  If
Sierra needs any help, I'm a software engineer and I'd love to take a crack
at this most annoying bug.
