Is there a way to turn on the spotter's lap time reports permanently
like in N3 and N99? What .ini is it?

read the readme first, then hit ctrl-i when driving.

Got the ctrl-i thing. In N3 and N99, you could tweak the game so you
wouldn't have to hit ctrl-i during every race.
