Which sim are you trying to use it with? I've had good success with ICR2 by
just choosing the Sportser 28.8 from the select modem screen. I've also had
no problems connecting to Hawaii with this modem either.

You didn't say what you are trying to do. Anyway, the best string I have
found for my clone card with USR chipset for NASCAR/ICR2/HAWAII is:

AT&K0&M0&B1

Add a Nxx command (N10=19200, etc.) if you want to set the baud rate.
The &B1 was the part that took alot of random testing to find. Good

I have a U.S. Robotics 28.8 Sportster. I think Its works pretty cool. I have
found out that it needs to be set at 19200 baud most of the time.
