Seriously, your videocard isn't up to scratch. Is it onboard? If you could
pick up a cheap Voodoo2 you could s***a game without add-ons.

By a long shot.  You've likely got the L2-cacheless 266 Celeron, absolutely
worthless...and a 2MB video card?

I'll be amazed if it -runs-.

If I were you, and wanted to do some cheap upgrading, I'd look for a Voodoo2
(but wouldn't pay much more than $20...GeForce 2 MX200s are in the $40
range), and a Celeron up to 533MHz (since I wouldn't be surprised if the
Coppermine-based 533a-1100MHz Celerons won't work on your board) along with
a slot-socket adapter.

What motherboard and RAM do you have?  If you've got a 440BX chipset and
PC100 RAM, you could probably go all the way to 1100MHz...if you've got PC66
RAM but still a 440BX, 766 is your max speed...

The videocard chip is stuck on the motherboard.  Will I get better performance
if I install the upgrade video card into the PCI slot?  Is GeForce 64Mb an
overkill?

Complete overkill.  If you have that much to spend, get a voodoo2 or tnt2 and
find a faster or overclockable second hand celeron to fit your motherboard.

when I first ran gpl, I had a PII 266 (faster than celeron 266 I think...)
and a 4mb video card.  It would only run on software mode and crappy at
that.  I then upgraded to a Hercules Thriller card (rendition 8mb) and it
was much better, but later still I ran it on the same machine with a voodoo3
and it was great.  I don't know if that will be compatible with your
celeron, but if it is, it will work, I bet.

No, it has more to do with video processing power than CPU processing power.

  From the bottom end...a video card is more important.  If you have a 2 meg
card that is barely dx4 compatible, then you will be lucky to run gpl and it
will look awful.  So if you have a weak system to begin with, improving the
video card is more important.  But as you build up your system, with a
decent 3d card, you'll find the beefier the cpu, the better gpl will
perform.
  It goes without saying these days that 16 megs of video memory should be
the bare minimum.  Of course gpl will run quite happily on 4 meg and 8 meg
Rendition based video cards, but not much else will.  16 should be
considered the lowest and 32 is a much better number for video ram.
  System Ram should run AT LEAST 128mb...sure most systems will run with
less but performance will suffer.  For some older titles, like GPL 512mb is
the maximum you should install.
  CPU power is very important.  A fast vid card with lots of system ram
won't do much good if you have an anemic cpu.  While GPL doesn't need a 1ghz
speed chip, many other newer programs do...get AT LEAST a gig chip if you
are purchasing a new motherboard and cpu.

Not quite but close. With modern 3D games, this is always true.  A decently fast video card with
minimum of 8-16MB memory is essential.  GPL happens to love 3dfx cards.

Although "four wheel drift" (or is it Eagle Woman?) suggests that a
rendition card (herc. thriller) would be better than a VooDoo1 or 2, but
voodoo3's weren't out then, and for sure my voodoo3 runs much better than my
thriller.  So, don't get a voodoo2 with your celeron, only voodoo3 or
higher, or a thriller(that is if you can put any of these cards on your box
at all, I don't know those machines).
