They have a comparison of five FF wheels, including the ones you mention. They
ranked the ACT Labs Force RS wheel first, and the Logitech Wingman Formula
Force second. Of note: Their primary gripe against the Wingman was that the FF
effects were not as strong as with the RS, a fact that has been remedied with
the newest verson 3.12 drivers, available online. Also, the ACT wheel does not
offer separate axis pedals, which is a BIG help with GPL. Anyway, check out
the review. There are also some good reviews on http://www.force-1.com. Be
sure to check out the discussion forum for plenty of first-hand opinions.

The spring problem is real, but can be easily (& cheaply-$2.00) solved, as the
springs are very simple coils. Search dejanews.com or the discussion forum on
Force-1.com for various fixes and spring sources. Also, I've seen posts that
the ones showing up now have stronger springs from the first production run. I
just unplugged the wiring and plugged it into the pots on my CH pedals, since I
already had 'em & loved 'em; it works great.
As for cheapest source, Buycomp and Neutron have it for about $108(plus
shipping), though no one seems to have it in stock right now. The first batch
must've sold out already. Check on shopper.com.

What do you do with the separate axis pedals ?

It allows you to brake and give the engine gas at the same time.
Without this, if you're giving, say, 1/2 throttle, then 1/4 brake, the
computer registers this as only 1/4 throttle, and no brake. With
separate axes, the computer registers 1/2 throttle AND 1/4 brake.
I've never been to a driving school, but I like to begin my turn while
still braking (trail-braking), then when the car begins to slide, give
it a little gas. So if I'm a little too fast at the beginning of a
corner, I might still be on the brake to slow down, and on the gas at
the same time to steady the car.
