Update to ICRs and Joysticks

For everyone's information, the increased frame rate with my upgrade
to a 486DX2-50 does actually help with joystick operation.  While
road coarses are still a bit thorny (esp. Portland), the increased
control on ovals has allowed me to complete more laps than before.
[The new patch helps too!] Thanks for all the opinions.
