The ICRS-II Season is almost over, but you can still jump in on the fun and
excitement by participanting in our final event, the Indianapolis 500, a
full-length race to help decide the championship.  Details on that event
follow this post, but here are the general rules for ICRS competition.

IndyCar Racing Series II Rules & Schedule

THE EVENT: IndyCar Racing Series II.  The competition will be run on a
weekly basis using the IndyCar Racing Simulation by Papyrus.  No other
sim will be used.  Competitors must use an unmodified version of the
program files with 1 exception:  You must use the 1994 cars.dat and
drivers.txt files located in the auto racing library.  File is CARS94a.ZIP,
and can be found at didnt.doit.wisc.edu/PublicFiles/Racing/ICR.

SIGN-UP: Drivers will submit the Driver name, screen name or online address
if signing up from another service, and division competing in via public
post in the ICRS NEWS folder of the Pits board here on AOL.  If driver is
not on AOL he may E-Mail his registration to the director.  Engine Chassis
combination, car number, Team name and sponsorship should also be included.
Engine/Chassis combinations may NOT change throughout the season.
(Exception: Engine changes allowed for Indianapolis)

Weekly results from each competitor will be submitted via E-Mail to Tim
Wortman at screen name ICRS (I...@aol.com for inet drivers) AND to Ralf
Southard at screen name SABATA, ICRS Directors on AOL, no later than
8:00 pm CST each Sunday, the day of the race.  Drivers submitting results
from another service should be sure to allow sufficient time for mail to
arrive as late results will not be included in the points tally. Overall
results will generally be posted by 8pm cst the following Tuesday.

NOTE: I have setup the screen name "ICRS" for collection of results files
only. This was done to make it easier for drivers to remember where to
send results, and for mail management on my end. If you need to contact
the director because of a problem with your race etc. write to Tim Wortman
at PETTY43...@aol.com or Ralf Southard a SAB...@aol.com or r...@psu.edu.

Results will be provided in the following manner:

1. After you finish your race IMMEDIATELY exit IndyCar Racing.  Be sure to
   exit the race as soon as the checkered flag falls, so as to minimize the
   possibility of crashes after the race is over.

2. Locate the file SEASON.TXT  found in your IndyCar directory and copy
   this file to an empty directory.

3. You will now need to edit information into this file. This may be done
   through any windows editor or from the dos prompt by typing EDIT
   SEASON.TXT.

WARNING! DO NOT ALTER OR EDIT ANY INFORMATION GENERATED BY INDYCAR RACING IN
THIS FILE. Failure to heed this warning WILL result in your disqualification
from the event!

4. Starting at the bottom of the page type in the following information:

     A) Your AOL screen name or email address.
     B) What division you are competing in (Level 1, 2, or 3)
     C) Your starting position in the race and qualifying speed
     D) If you dnf for any reason include this information

Note: Team name and car # are no longer required each week so long as the
director has this info on file from your signup. In addition you may add
a brief summary or highlights of your race.  Although highlights are not
mandatory they will be included in Race Reports Recaps submitted to ORI.
Race highlights will now be requested in this manner: Use any text editor
to type your race report, and save the file as a .TXT file using the format
described below.

5. Next please save the file and rename it. Rename the file using your
   division number, first initial and first four letters of your last
   name, and the number of the race. For example, from the dos prompt
   Rookie driver Jim Smith would type REN SEASON.TXT 1JSMIT2.TXT for the
   results of race #2. Or if you are in a windows editor simply choose
   file, save as 1JSMIT2.TXT. For race highlights, rename the file using
   the same method, only omit the race #. EX: Jim Smith's race highlights
   file would be 1JSMIT.TXT. If a race highlight file is included the two
   files must now be zipped using Pkzip V1.1. Please name your zip file the
   same as the SEASON.TXT file. (Jim Smith's zip file would be 1JSMIT2.ZIP,
   and would include 1JSMIT2.TXT and 1JSMIT.TXT)

6. It is VERY IMPORTANT that the above directions be carefully followed to
   assure your results will be properly received and posted (for instance,
   if you start another race, and run even 1 lap, your season.txt file will
   be appended with the new race info). If you have any trouble or are unsure
   about what you are doing contact the director for assistance. He will more
   than happy to help.

Drivers submitting results via Internet may submit results as E-mail to the
director.

7. Please delete your SEASON.TXT file each week after your race is run
   and you have sent your results in. If left in the indycar directory
   this file is appended to after each race instead of being overwritten
   like the results.txt file, and the download time for the director could
   get out of hand. If you want to keep all your season info for yourself
   please append the race info each week to that file in another directory.

ICRS II includes 3 separate divisions.  

Level I - Rookie Division:

- May use any engine/chassis combo (except Buick engine)
- Must use the default FAST setup provided in Indycar Racing
- Damage always set to OFF
- Division winner to be named "Rookie of the Year" and must proceed to at
  least Level 2.
- No modifications of any kind may be made with the following exceptions:
  You may adjust your fuel capacity and any in-cockpit controls (turbo boost
  and anti-sway bars). The setup rule is in effect for qualifying, race, and
  hot laps competition.
- Races will be run using 10 oponents (11 cars total on track)
- Oponent strengths will be lower and races shorter in this division
- No restart rule for this division

Level II - PROfessional Division:

- May use any engine/chassis combo (except Buick engine)
- Any car adjustments are allowed in Pro division.
- Pro level will have longer races, higher oponent strengths than rookies
- Must run with 15 oponents (16 total cars on the track)
- Always run with damage off
- Restart rule is in effect for Pro division. For restarts you must reduce
  your turbo setting by 1 for each restart.

Level III - CHAMPionship Division:

- May use any engine/chassis combo (buick included)
- Setups are open
- ALWAYS run with damage ON
- Must run maximum number of oponents (22-32 depending on track) If your
  system does not allow for maximum oponents you must run level 1 or 2.
- Champ level will have long races with very difficult oponent strengths.
  Be prepared for a real challenge in this division!
- Restarts are allowed with no turbo reduction. (However, in the interest
  of fairness to all, limit restarts to 5. Some drivers may not have
  available time to restart the race 20 times during the week)

GENERAL OVERALL RULES:

1. ICRS II will be run in Championship season mode of Indycar Racing.
   Drivers wishing to join the series late may do so by entering champ
   season mode and accelerating time to the correct race.

2. Drivers may run in PRO and/or CHAMP divisions. Rookies will run rookie
   division ONLY. Drivers wishing to run both PRO & CHAMP div's will be
   required to maintain 2 copies of ICR as the program only allows for
   one champ season to be run at a time.

3. You _MAY_NOT_ change engine/chassis combo after the season starts.
   (Exception: Indianapolis race)

4. Yellow flags will be off at all road circuits.

5. Since ICR doesn't support champ season in modem link, no head-to-head
   will be allowed.

6. Any setup restrictions for each division are in place for qualifying,
   hot laps, and race.

7. You must run the CALENDAR file contained here to compete in ICRS.  Please
   move your current CALENDAR file, or rename it something like CALENDAR.BAK
   if you want to keep it. The new file contains the ICRS schedule.

WEATHER AND OTHER SETTINGS:

Weather conditions, along with oponent strengths and race lengths will be
listed prior to each event. Everything but weather will likely vary for each
division.

RESULTS AND RACE REPORTS:

Results will be posted to the ICRS folder in the pit stop. Race highlights
will be posted to Online Racing International (ORI), available each week in
the auto racing library.

POINTS:

Individual Points will be determined in a system similar to that of the
PPG Indy Car series, compiled to determine a champion in each division.
The break down is as follows,

  1 point for pole position (fastest qualifying lap speed/time)
  1 point for Hot Lap leader of the week (explained in Hot Laps section)
  1 point for most laps led during race

And the following for placing:
 20 points for first place.
 16 points for 2nd.
 14 for 3rd.
 12 for 4th.
 10 for 5th.
  8 for 6th.
  6 for 7th.
  5 for 8th.
  4 for 9th.
  3 for 10th.
  2 for 11th.
  1 for 12th.

An individual champion will be named from each division.  This champion
will receive an Official Championship Certificate, Public engagement in
the ORI, a special prize from AOL, and the recognition that only such an
accomplishment can bring.

RANKING AND TIE BREAKERS:  In the likely event that two or more drivers
finish their race in the same position, they will be ranked for reporting
purposes by the following;

     Laps down - If drivers A and B both finish their races in third
     place, and driver A is one lap down from the lead lap while driver
     B finished in the lead lap, then driver B, in the lead lap would be
     ranked above driver A who was one lap down.  

     Average Speed - Based on the time difference between the leader
     and the reporting driver as adjusted by the leaders average speed.
     Example:  Driver A and B both finish in 2nd place.  Driver A is 2.5
     seconds back from the leader in his race who averaged 135mph while
     driver B is 2.5 seconds back from the leader in his race who average
     128mph.  Driver A would receive the higher ranking.

     This determination is solely for the purpose of ranking.  Every
     driver who finishes his race in 3rd place will receive the same
     amount of 3rd place points (14).

TEAM POINTS: No team points will be compiled in ICRS II.

HOT LAPS POINTS - There will be a weekly Hot Laps competition during
practice which will provide an additional point in each division.  Details
on this competition simply require that the time be submitted by Midnight
on the Friday preceding the competition.  The fastest time/speed submitted
at the track on which the event takes place for that week will receive one
point added to the final results of that week.  There will be one Hot Lap
point awarded per division.  THIS TIME MUST BE RECORDED IN EITHER PRE-
SEASON TESTING MODE OR QUALIFYING ROUNDS ON OVALS ONLY (NO drafting allowed!).  A Hot Lap time may not be submitted from Practice Mode as there is a possibility of receiving benefit from the draft of other cars.

BUMP 'N RUN - In an effort to reward drivers who successfully maneuver
their race with a minimum number of crashes and realizing just how
difficult that is with IndyCar Racing, a points adjustment has been
developed.  Basically, for every car reported crashed in the driver's
season.txt file, one point will be deducted from that drivers weekly
points total.  

     Example; If Driver A and B both finish first in their events,
     but Driver A's race resulted in 6 crashes while B's race only
     had 3, driver A would receive 13 points (20 minus 6x1) for the
     race while B would receive 17 (20 minus 3x1).

This system is in lieu of running with damage on.  In events that are run
with damage on (level 3) this rule will be suspended. This will not affect the ranking or tie breaker rules, only points.

Final interpretation of any and all rules and regulations rests with the
ICRS directors.  The rules as stated may and will change without notice for
the betterment of the series.

IMPORTANT!
For All Competitors: We ask that you please run your race one time and
one time only.  In other words, it is ILLEGAL to run a race on Tuesday,
and then another on Wednesday and a third on Friday, and submit the best
results of the three (except when your restart rule is in effect).  No
practice races will be allowed. You may enter practice mode to determine
the strength of your competitors. In the interest of fairness please
determine the time your race will be run, run it, and submit those results.
