how does st.eldred's cup work?

I'm curious, how does this work?  I just checked it out and apparently I'm
ranked #3.  What are the criteria for making it in the cup?  Does this mean
I'm the 3rd best mediocre driver out there?  If that's the case, then I have
only a little better to do in order to be a "good" driver?  What's going on
here?  I see no explanation on the site...

<snip>

Ahem. Yes, to be honest. Eldred's not really mediocre (at least he
wouldn't be if he didn't insist on having a life all the time...), but
if you get a bit better, you'll be removed from St Eldred's Cup.

Basically, the Cup was introduced to give people who saw a negative
handicap as beyond them something to aim for. The idea is, if you go
off the top of St Eldred's Cup, then you're ready to aim for teh big
one - 0.00! (And if I can do it, so can anyone.)

Think of it as a "second division" (though you're still in the main
competion as well, of course) - get a little better, and you'll be
promoted :-)

I'd be very happy to equal Eldred's rank.
