Pardon me if I'm just being thick but I've just been messing around
with one of the editors for GP2 and exported a load of .wav files from
the game. I found a few of these are voices telling you hat you've
been black flagged, there's oil on the circuit and so on. I've never
heard these whilst playing the game so what do I have to do to hear
them whilst racing.

There's nothing you can do.  Unfortunately, these sounds never made
it into the final version of the game.
