processor limited not graphics limited. With the high physics at a high mhz
as compared to like 4 in other games it is much more processor hungry and
the AI is much more complex (it has to calculate THEIR physics also) so your
processor is overloaded and your video card is waiting for new input. I
have the same setup as you and i have problems getting good frames with 20
cars also. I race with half to no detail bias and just cars in the mirrors
and it works ok (all effects off like lighting).
With your adsl, i would guess that it has to do with the more info coming in
so your processor is doing more processing all this info coming in faster.
That is my guess.
