In real-life NASCAR the lapped cars are not allowed to pit on the first pass
under caution.  However, in N2 this apparently only applies to the AI cars and
not to the player because I have always been able to pit on the first pass.  I
assume that this was done because it might be too confusing for some novice
players who don't understand the rules.  Obviously, this gives the player an
unfair advantage.  Of course, I could implement my own "honor system" and only
pit on the second pass when I have been lapped.  But I would like to know how
this will affect the NRO which will have no AI cars.  I've never raced on Hawaii
so this may be something that has been dealt with before.  Could someone
enlighten me on this?

Couple comments:
1. Real life gets away with this because lapped cars are not
interspersed with lead lap cars at the restart (they're in their own
lines, so it just makes pit road less insane to have them pit
separately)
2. The Papy sim doesn't enforce this on the player for who knows exactly
why, but it's probably a combination of what you said, and the
realization that it's a pretty big penalty for lap cars to have to wait,
and then have to restart single file.
3. My WAG is that NROS will not enforce this rule, though if they do
enforce double file restarts, they might as well implement this rule,
unless the concern is adding another lap of yellow flag pacing. (a valid
concern, IMO)

Pappy doesn't even enforce this on the some cars that are down a lap
and any car  that is down more than a lap always pit on the first
pass.
