It's called a "brake test".

The real reason is that the cars can NOT pass the pace car during the
final pace lap.  This rule should change once the pace car is in the pits,
but for some reason they still will not pass the pace car until the actual
green flag comes out.

To fix this, you just need to make the green flag come out sooner, but not
too soon that the pace car is still on the track.  Look in the track.txt
file, where track is the name of the track (eg Michigan, Loudon, etc).
Look for the line of:

GFLAG 5436547635

To make the green flag come out earlier, make this number smaller.  To
make it come out later, make it larger.

Tweak it until the green flag comes out JUST after the pace car fully
enters the pit lane, but BEFORE the cars accelerate and brake again.

My guess ( MIGHT NOT BE RIGHT ) is tha it simulates a real life start
like the ones you see on tv or in person.
