When I set AI to 90% I usually end up somewhere around 15th position after
qualifying. With oval's I come up first.. and sometimes with huge time
differences.. some over 5 seconds.. what's happening here? I don't drive
seem to drive any differently on either type of track.

I don't mean to demean you driving ability, but the road/street circuits
require alot more skill than most of the ovals.  Obtaining the necessary
speed to compete on road courses is a demanding thing.  It sounds like
you really need to hone your skills on the road/street circuits.

However, the other approach is to tweak the RELS line in the track.txt
file for each track you feel is off.  This way you can leave the master
opponent strength the same and level the playing field to your liking
for each track.

   I'll probably start a flame war here, but since you asked...

   Speed on the ovals is more a matter of setup, while speed on a road
course is more a matter of driver skill and experience.  Papyrus
provides some decent setups (so oval speed is relatively easily
acquired), while it takes a lot of driving time on the road courses to
learn how to be fast.  That's my opinion on it...

Contrary to the subject line; should read: ICR2: Something wrong with street
courses. I read your post this way anyway. Need more seat time on road/street
courses. :-)

Can you give some advice/instructions on modifying the BLAP and RELS settings?  I'm running a season at 95% opponent strength, which is generally too low for the ovals, but almost right for the road courses (unfortunately the computer cars don't have harmless off course excursions every 10-15 laps).  Anyway, I'm at Michigan, and the computer cars want to qualify at about 226 mph.  No problem, I've been able to qualify above 235 (I know, not quite as fast as some of the guys out there, but respectable). However, the computer cars are running laps around 234 during the race.  Doesn't seem right to me.  currently the track.txt file has BLAP  30400 RELS  100

First set the opponent strength for the level you feel comfortable at
the ovals.  This way you will modify the road circuits that you are
having trouble with.  As you improve you can re-tweak the road circuits.
This will give you some to shoot for. <G>

The RELS line works in a similar vein as the opponent strength.
However, it does seem to have a different scale.  This is because I
think it is based on the % of the opponent's strength.  I am going to
quote from Steve Weinkamer's Track FAQ (which can be found at
http://www.teleport.com/~mcarver/trackfaq.htm)

"BLAP  30400

This defines the posted hot lap times that your opponents run in
qualifying and practice. (30.400 seconds)
If you are beating the pants off of them in qualifying and don't always
want to start on the pole (yeah right!) lower this number in 10th's
increments.

RELS  100

This is the relative strength of the field in percentage compared to the
human player, kind of like the opponent strength option. If you are
always a back marker, have trouble competing with the rest of the
field, or learning how to pass in traffic, lower this by 1 or 2
percentage points."
