How do Entry Lists work?

Okay, I like using realistic painted cars in my series so I downloaded the Sim
Nascar set (SN99WC) which includes, it appears, 47 cars. However, every single
race I enter includes only the same 39 cars eligible to qualify. How do I mix
this up a bit or get the missing 8 cars into the mix???? Is this what Entry
Lists are for?
