N3 makers: Q's about Driver Ratings?

I've been wondering about these since N1.
Ya' know, the Power, Traction, Drag, Aggression, etc. list.  I've never
messed with them.
What exactly are they?
What effect do they have on how the car handles?
Is it considered cheating to edit these for online or offline races?
What are the best settings?
Why have I never seen a discussion about these before?
Can I increase the goody in my tires with the traction setting?
I have seen some unnatural lap speeds online, can these settings be the
culprit?
What's the scoop on these settings???

adjusting the skill numbers has ZERO effect on your car -- it only
adjusts the AI cars... the car you drive can only be adjusted with the
setup and the track's .txt file -- if you play with the traction
numbers for the track, it will make your car handle differently but
those skill numbers are only useful for tweaking the computer cars....

Those settings only come into play when that car is used as an AI.  They are
used to seperate AI drivers into "ability groups"

Dinking with those numbers (in cars other than the one you're driving) in an
offline league could be considered "cheating" because you are effecting your
competition.
