N3 Driver Ratings?

N3 Driver Ratings?

I understand that the ratings influence the AI  performance of the cars.
Does the rating for the cars have any bearing on performance when you are
driving the cars? Or are all the cars equal when driving them, dependent on
the setups to determine performance?

Like, one time at band camp....

  No the Driver car is always the same performance wise, the only way
to improve the performance is through setups or altered driving styles.
A couple of years ago we thought we could use the car settings to
handicap the fast drivers in the TPTCC touring car series, but we found
that even going from one extreme to another, had no relationship with
lap times.
