This may seem like a silly question to all you grizzled veterans out
there, but how do you load custom car setups? I save my settings, but
they don't show up in the pick list, only the Ace, Fast, etc. setting
show up. The files are out there in the directory, but I can't find
them inside the game. I have not applied any patches to N2 yet, maybe
this is a bug?

If you did not do a full installation of N2 it is a bug. You need to
get the latest patches at
http://www.sierra.com/support/technical/patches.html#N
