Any one have any opinions on this ?  The non-Pro version
seems pretty cheap.

Any other sub 40 wheels any good ?

I have both a TM Ferrari 360 and MSPW the non FF MS wheel.
IMO the MS wheel is far better than the TM.
The reasons are more steering lock, better software (I prefer the way the MS
software works) and the build quality seems much better. The pots inside the
TM wheel are very poor and I had spiking from the day it was bought, a
problem I haven't had with any other wheel.

Both of the wheels cost me 40, I would say buy from somewhere with an
exchange policy and try them both out to see which you prefer.
