I can not find where in the setup page to Host a online race that you
enter the skill levels for the Race I am hosting.

Daon,

  Look for the following lines in you're player.ini file. The player.ini
file
will be located in the directory 'playername'

example
D:\Papyrus\NASCAR Racing 4\players\playername

[SIERRA_SERVER]
rtg_RC_max=10                            ; Rating limit
rtg_RC_min=0                             ; Rating limit
rtg_RC_on=0                              ; Enable rating restriction?
rtg_SS_max=10                            ; Rating limit
rtg_SS_min=0                             ; Rating limit
rtg_SS_on=0                              ; Enable rating restriction?
rtg_ST_max=10                            ; Rating limit

1. Log into Sierra.com
2. Click the HOST RACE button at the bottom left of the screen
3. Look at the table on the right side of the host screen to set up your
rating restrictions

If you're using a dedicated server you can either manually edit the
Player.INI before launching the server or hold down the left shift key
when the server is launched to prevent it from automatically advancing
the to race weekend which will allow you to change the server's settings
through the game's menus.
