Read the readme.txt.  It mentions that the game doesn't like ATI Rage chips.

N3 in Direct3D mode -- low frame rates

I have a K6-2 450 and a 32MB ATI Rage Fury video card.  I'm getting
pretty bad (10-15 fps) frame rates in 1024x768 with 12 cars drawn ahead,
4 behind, no track texture, no clouds, no infield or trackside objects.
Everything else is on.  I have a friend with a K6-2 400 and a 16MB
Voodoo Banshee card with all graphics on, 20 drawn ahead, etc... who is
getting almost 2X my frame rate.  Is the Direct3D engine in N3 really
that much worse than the 3dfx Glide engine?  Anyone else having
performance problems with D3D?

Other games (Quake 3 Arena Test) in OpenGL mode look great.  And D3D
benchmark programs show that my D3D performance is good.  Looks like a
messy D3D in N3... true?

Does it go up if you drop down to 800x600?   My Voodoo2 on a Celery 450
pulls 28+ in 640x480, but starts to slow down any higher...(though I'm
starting to wonder if there isn't something wrong - I CANNOT GET OVER 33 FPS
IN GPL with this thing, but that's another post..)  My Rendition can do good
in D3D (aside from the fact that the car textures look like crap) with the
reference drivers....
