yes.   go to Allison Hind's gpl site and read her articles about online
racing.  36fps is very helpful in maintaining a good connection, which,
not only keeps you online, but reduces warping for your competitors.

Probably, if your connection involves a serial port.  If you are
getting less than GPL's maximum 36fps, then the CPU will, quite likely,
be 100% utilized.  As near as we can tell, Windows does a poor job of
servicing the serial port(s) when the CPU is heavily utilized.  This
can lead to spikey latencies and/or more lost packets.
