If it works the same as it does in Nascar (I assume it would) it takes the
first drivers listed in the driver2.txt file.  If this is not how ICR2
works, just ignore the rest of this.

Let's say you want to race with 20 cars on the track.  Your 19 opponents
will be made up of the first 19 AI drivers listed in the driver2.txt file.  
If your favorite drivers aren't there, just cut and paste until they are.  
Then it easiest way to sync the pcx files is to print out a copy of new
drivers2.txt file.  It should then be easy to use this printout to swap pcx
files to get the paintkit to match up correctly.

OK, once and for all, could somebody please explain how to hand pick

Put cars in order of preference in the paintkit first and note the
order. The cut and paste the lines in the txt file to match the order in
the paintkit

Excelent advice, thanks. ICR2 seems to have some wierd details, but
they were pretty easy to figure out... for instance, in the cars file,
the whole lineup is shifted one car, making me the second car (i.e., I
need to "go to last car" to get to the first car after mine, then I
need to go "next car" twice to get to the next one.)  Anyway, i did
it, and I am having a lot more fun than racing a bunch of guys I've
never heard of...
