Yes your system should run it just fine.  Probably you'll find the
800x600 screen size works well.
  More towards gpl, but certainly not there completely.

the replays are set to on or off in the options menus.  You turn it on,
and choose a length to record and then go race.  If it is like scgt, the
recording starts at the first of the race rather than like the Papyrus
method which always shows from the point you stopped backwards til you
run out of memory.
