Monaco Grand Prix Question

I heard that Monaco G.P.(F1RS2) has a track editor built
in.  Does anyone know if I'll be able to make all new tracks
or just make modifications to exsisting tracks.  Also does
anyone know if you could move Estirol from F1RS into the
F1RS2 track directories.
