Dead zone editing?

I have an e-mail that explains how to alter the dead zone for joysticks,
but none of the values in the hex editor seemed to fit.  The only
explanation I could come up with is that the values in the e-mail were
for Win95 and I am using Win98.

Can anyone tell me how to edit my dinput.dll in order to adjust the dead
zone setting in Windows 98?
