Modem to modem racing in N3

Is there any way to race modem to modem in N3 without going through the
internet?  I know you could do this in N2 but I haven't figured out how to
do it in N3 yet.

Use dial up server on one computer, and make a new dial up connection on the
other. Connect to each other without the game started. You should both agree
on an arena in Nascar3 to go to, such as alpha. Have only tcpip checked. The
dial up server computer should click host and the client should click join.
After clicking connect in Nascar3, the client should be able to see the host
...

Phillip also ommitted that the dial-up server is hard to find-
You need to open my computer/dial-up networking and one of the pull-down
menus will have dial-up networking as an option.
Also, you should have the one making a new dial-up connection
(a wizard  the the dial-up folder) make sure software compression
is turned off on the dial-up he's going to use(under properties).
This type pf connection is a 100 times more stable than the internet.
