How are the frame rates with a P166 16, meg ram and using Trio64V+ drivers
with a diamond card?                  Hoping for somthing in the 20's
before I buy the sim.

I've a P120 16MB and a Trio64V+, and get almost full speed with all
detail/textures on in 320x200 (VGA), and get a pleasant 15-18 fps in SVGA
with near-minimum options (ie smoke ON).

With my P133 16megs and 1megATI Expression video card I can get 19fps with
ALL details on in VGA mode.

The answer depends on the track and the amount of detail you insist upon.  
Based on my P-133 with a fairly equivalent vid card, I'd say you'd get
close to 20 on all but Monaco if you choose SVGA, but keep things simple in the
rear-view mirror and choose only track, object, and maybe one or two other
textures (cars are always fully textured).  No way with sky.  No way at Monaco.

BTW, it'll look terrific and it is a very fun game.  I'd say go for it.
