Yes, your video card is probably holding you back.  I have a
486 dx266 but with a Diamond speedstar pro vlb iwth 1mb on board
svga.  my comp has 8 mb as well.  Nascar runs in vga very well
and i dont have any problems.  My video card is 2 years old.

The mouse wheel is junk.  The sensitivity is next to useless.  Buy
yourself a thrustmaster t1 or if you can afford it, a pro controls
unit as they are expensive but the best made.

Relative to the TM T1 and other rigs like that I can believe that the
MouseWheel is junk.  But how does it compare to using a joystick?

Ok, I use a thrustmaster flight control system mark 1, and it does pretty
good with nascar racing / indycar racing.  I just have to turn the
steering lock down to half to two/thirds the default is in the settings I
load.  I've tried the steering wheel and pedals.  I need to strap myself
in or build a roll cage to use that effectivily, so I go with the fcs,
but I use the control/alt keys to shift gears (with my left hand).
