thrustmaster problem

I'm using a Nascar Charger wheel and if it's plugged in, the system
won't boot. If I unplug it, boot the system, plug it back in then it
works fine.
I'm using Windows 98se, amd 1900+, asus mb.
Any help on this would be greatly appreciated.
