Change the 1 to a 0 in the spdwy line in taladega.txt
it will remove the restrictor plate.

Yup. Open the taladega.txt file in a text editor. Find the line that
says something like speedway.... Change the 1 to a zero (or the zero
to a one). That removes restrictor plates.
