GPL hardware problems

I've been a GPL *** for the past three weeks. Since I bought this
game at a used bookstore, I've bought a new VooDoo3 Video card, Logitech
FF wheel and I've re-formatted my harddrive to give it a fresh start.

I have a K6-2 350 mHz
Windows98
128 MBs RAM

Installed GPL 1.2 & latest VooDoo3 drivers. I have no problem with frame
rates.

My problem is while I'm driving in the game, the game seems to pause for
less than a tenth of a second every couple of minutes. The front wheels
sort of flick for an instant and then return to their original
position.  Most of the time, this doesn't cause a problem, but if I'm
braking heavily into a corner, I'll lose control of the car.

Has anyone experienced this problem or has a solution?

I've tweaked a few Win98 items, like using a perm swap file and more
virtual memory.
I'm pretty sure the problem is buried in the WinOS someplace. Thanks.

Dialup networking may be a factor, in that for those systems which
have dial-up networking setup, even if you are not connected to
a service, dial-up networking will poll your system every several
minutes which will cause a slight delay in game play.
